1. RENOVATION
Esplendor Complex is a sectional title housing complex built in 1974 and completed in 1975. Over the years there has been many changes and improvements made. Throughout these changes, however, our main aim has been to maintain a uniform approach with regards to the exterior of the buildings.
Please familiarise yourself with the Conduct Rules as well as the Sectional Titles Schemes Management Act 8 of 2011. Briefly, these documents stipulate the following that you may only make alterations that:
- is within the boundaries of your section (balcony, garden, roof and patio are not included as it is exclusive use areas)
- has been approved by the board of trustees by means of written consent
- does not prejudice the structural support that your section provides the building and common property
- does not prejudice the harmonious appearance of the building
- does not have any negative implications on the existing infrastructure i.e. sewage systems and water supply
In the event that guidelines and directives set out in the Esplendor Conduct Rules have been contravened an owner, occupier or tenant will be ordered to remove and repair this within 30 days.
We have compiled a list of guidelines in order to promote harmonious living for all residents and uphold an aesthetic standard in Esplendor.
1. NOTIFICATION
Trustees need to be notified of any planned renovations at least two weeks before any work starts. As a matter of courtesy, please provide a brief description of what projects you plan to undertake. If there is anything that might fall outside of the scope of what is allowed you will be notified and given the opportunity to submit a request for any necessary special permission. As renovations generally are a noisy undertaking neighbouring residents need to be informed. This procedure ensures that your arrival in Esplendor will be a welcoming and pleasant experience.
2. TIME FRAME
All renovations have to be completed within an 8 week time frame. If your project runs the potential of going over the allotted time frame it is your responsibility to communicate this to the Trustees.
3. CONSTRUCTION HOURS
Work can only be carried out on weekdays from 08:00 – 17:00. No work may be done after 17:00 in the week, 08:00 – 13:00 on a Saturday and no work may be done on Sundays and proclaimed public holidays.
4. Appearance of ‘site’
Under no circumstances may any building rubble, building material or building tools be left in common property or in exclusive use areas. The construction team must leave the area clean and safe on a daily basis. As soon as your project has been completed ALL building material and rubble must be removed from exclusive use areas and any area where it may be visible such as the carport.
5. Trucks and Vehicles
Construction vehicles may only be parked on your allocated parking spots permitting that it does not obstruct the way for any other residents.
No vehicles may exceed the speed limit of 15km/h. Vehicles that exceed the height limit by the entrance gates may not enter the property.
6. Security
No gate remotes may be given to contractors or workforce as it poses a security risk to all Esplendor residents.
7. Special Permission
As mentioned, you may not, without the trustees’ written consent, make a change to the external appearance of the section or any exclusive use area allocated to it.
Special permission is needed, but not limited to the following:
- Air Conditioning Units
- Windows
- Awnings/Shading
- Built-in braais/bomas
- Burglar Bars and Security Gates (Aesthetic guidelines to be provided)
- Solar Panels
- Built in water features/ponds
If you have not followed the correct procedures and obtained permission you will be responsible for the costs of removing and repairing the area affected.
2. General Maintenance
For all personal maintenance and Do-It-Yourself projects we require the following:
- Please keep noise to a minimum before 8:00 and after 19:00 on weekdays, before 8:00, and after 17:00 on Saturdays and all hours on public holidays and on Sundays in general. No drilling, sawing, hammering, angle-grinding or any excess of noise will be tolerated.
- No personal hobbies such as carpentry are allowed on common property.
